Man charged for throwing pig bowels at President Museveni

Court in Apac district has charged a 24-year-old man for pelting
stones and pig intestines at President Yoweri Museveni during his tour
in Northern Uganda early this week.

Odur Aaron alias Epet, a resident of Aor-nga village, Apac district
threw the contents at the President during a rally at Apac Boma
grounds on Tuesday July 21.

The President had just given a speech, outlining the achievements of
his 30-year-old government, when Odur threw the pig bowels at him,
only to be grabbed by one of his aides. He was arrested immediately
and whisked away to Apac central police station.

"Upon seizing the materials, Police found that the intestine, a stone
and a chapatti were tied together and used to ridicule the president,"
State Prosecutor Emmanuel Tian, told court this afternoon.

Odur was not allowed to take plea during today's court appearance.
Grade one magistrate Jude Okumu, said the case is of capital nature
and the court does not have jurisdiction to handle the matter.

"The offense for which you have been charge with is a capital nature
which is not under my jurisdiction and the offense which you have been
alleged to have committed is contrary to section 24 of the Penal Code
Act which, is punishable to life imprisonment on conviction" Okumu
said.

According to the charge sheet, the district police commander of Apac
Chemutai Kalifani will be the complainant in the case under CRB
461/2015 police file while for court it has been registered under
271/2015.

Odur was remanded to Atopi prison until August 6, 2015. The charge
carries a life imprisonment sentence.

Odur however told police, that at the time of his arrest, that he
wanted to send a message to President Museveni that his government has
failed to fulfill its promises to the youth and corruption had reached
unacceptable levels.

Section 24 of the penal code act states that any person who, with
intent to alarm or annoy or ridicule the President willfully throws
any matter or substance at or upon the person of the President,
willfully strikes the person of the President or assaults or
wrongfully restrains the person of the President, commits an offence
and is liable to imprisonment for life.
