{UAH} 80% of CIID officers incompetent - Police HR Director

Folks;

How can a police investigative department fight crimes when it only operates at 20% competency? 

The  police HR director, the amiable Andrew Kaweesi, seems to castigate his officers for this under-performance. 

Yet, it's his responsibility to hire, train and develop same officers to the competence level required to execute their weighty professional assignments. 

Between hiring these officers and evaluating them, Director Kaweesi failed to train and develop his officers. So, his lamentation is empty and just passing the buck.

Had he listed any development resources that his department expended on these failing officers -  training, refresher courses, advanced training, peer coaching, money spent per student, training budget, etc.- I would be inclined recommend that he dismisses the whole lot.

But, as every HR professional knows, you can only hold employees responsible for their performance after you avail them all the tools necessary to succeed in that job.
