{UAH} Besigye wants BOU's Mutebile prosecuted for abuse of office

Forum for Democratic (FDC) presidential flag-bearer aspirant, Kizza Besigye says Bank of Uganda governor, Tumusiime-Mutebile should be arrested for abuse of office when he facilitated the ruling party, NRM with public funds in 2011.

Addressing journalists yesterday in Mbale, Besigye claims Mutebile gave Shs 2 trillion of public money to the National Resistance Movement (NRM) in the last general elections.

"In the last elections, they [NRM] removed from Bank of Uganda, illegally Shs 2 trillion. It was later approved by the next [ninth] parliament. Illegal! Completely illegal! And Mutebile, the governor of the bank should be in prison for this. You don't release public money to people like that against the law. The law is very clear; that any money to move out of the consolidated fund must be approved by parliament", he said.

Mutebile, whose contract expires in six months, was placed in the spotlight in 2011 when the country's inflation rate hit a record 30.5 percent. It was considered the highest inflation since January 1993 when it reached 34.2 percent.

Many, accused Mutebile of having allowed the ruling party to deep its hands into state coffers but he insisted they claims were unfounded. But he later in 2014, admitted during a symposium in Munyonyo that he had been misled into "indirectly funding government," for electioneering purposes.

'NRM STATE'

Besigye also accuses President Museveni of using public institutions like the police, the army, central bank to entrench himself, something he says Ugandan's must not accept.

"There is no multi-party dispensation in this country. It is a fallacy. There is none! NRM is the state, we have an NRM state. In other words what would be the NRM organisation, is also the state of Uganda. They are fused", the former FDC president said.

Besigye further said that his struggle is not only about electoral but political reforms to liberate the country from such 'abuses' of the NRM.

"The struggle we are involved in is actually a liberation struggle from the capture by the NRM military organisation. It is important that you contexualise with what is going on with that background. That is why there has been a strong drive to have reforms, not just electoral reforms as some people call them, but political reforms that will have the effect of separating NRM from the state and also establishing institutions that can now organise fair competition between NRM outside the state and other political parties"

DISAPPOINTING ELITES

Besigye scoffed at "political elites" whom, he accuses of making it difficult to remove the incumbent from power after 30 years. He said although "common citizens" are ready to ensure political change, they are overshadowed by the lethargy and lack of confidence of the elites.

"What I find really disappointing is that the political elite in this country  is the one which has not siezed with the urgency, with the necessity to undertake these fundamental reforms. The citizens are very much alive and aware and prepared to do their bid. The confusing voices come from us, the elites. That is the most disappointing thing because the elites would be the ones who understand better than the ordinary folks and who would provide the necessary leadership." 

Besigye added "who will not accept if we want things to change. A lot will change but it will not change on its own. That is why we must exert that pressure."
