Mzee Philip Ochieng is expounding on the same subject that we have been discussing here: why are Kenya's ruling class so sensitive whenever they are mentioned adversely in any official government reports?

Routinely, they resort to name-calling, and lumping unnecessary issues to camouflage their misdeeds. The best and latest example of this "deflation strategy" is happening right now over the recent sugar deal between Uhuru and Museveni.
