skulldugerry of Ugandan politics. Has it become part of the corrupt
cabal that passes for the political class in Uganda where anything

Opposition Democratic Party (DP) President Norbert Mao has accused
FDC's iron-woman Ingrid Turinawe and her colleagues of forging a
signature to undermine resolutions of The Democratic Alliance (TDA).

Mao made the shocking revelations in his statement issued on Sunday.

He said when the Candidates Selection Committee met to review the
nominations they hit a deadlock because the technical issue of Amama
Mbabazi's nomination out of time was raised by some members.


Mao said this matter had already been resolved with Mbabazi sorting
out his forms.

The DP leader said the name of Mbabazi's pressure group was given as
NRM Pro-Change and that the former Prime Minister felt that he could
face legal challenges from NRM.

He said all that was required was giving information to members.

"Yet here was a committee of Summit attempting to second guess, veto
and overrule the Summit. At that time the FDC members walked out," Mao
blasted Turinawe's committee.

Turinawe recently said her committee discovered a number of
irregularities, inconsistencies, injustices and unfairness and that
there was no transparency and the TDA principles and values as
stipulated in the protocol were violated.

She gave the example of the candidates' selection criteria whereby the
TDA Protocol Article (10) was not adhered to, saying the process was
hugely influenced and decisions reached at did not represent real
strength of candidates at all.

"Some candidates were biased and disadvantaged to the benefit of a
certain preferred candidate. Because of this, we tried all we could to
raise matters of procedure, matters policy and transparency but we
were at several times shut down and ruled out of order by one of the
co-chairs Hon. Nuwe Amanya Mushega. We had no option but to protest
the process, we walked out of the committee meeting and we prepared a
minority report," Turinawe added.

Forgery

But in his submission today morning, Mao said they received
information that the minority report signed by Ms. Turinawe, together
with Ishaa Otto of UPC and Dr. Kibumba of UFA and presented by
Turinawe to Summit in person," Dr. Kibumba's signature did not
resemble his normal signature."

Mao pointed out that UFA President Beti Kamya called Dr. Kibumba and
he "totally disassociated himself" from the minority report.

Kibumba's signature on the letter to TDA, according to Mao, was
manifestly distinct from the one on the minority report.

"Obviously his signature had been forged in the attempt to deceive the
Summit. Summit members including FDC said that was criminal and
abhorrence. Others wondered what such people would do if they were in
high government offices," Mao lashed at FDC.

On her part, Turinawe believes the minority report played a key role
in countering the planned abuse of TDA processes to favour a specific
candidate.

"After receiving and discussing the committee report the summit
invited us to present our minority report. Our report was discussed by
summit in reference to the majority report. After full discussion of
the minority report, Members of summit unanimously conferred with
issues we raised and resolved to disregard the committee report/s –
including resolutions and recommendations."

She said the Summit decided to develop a new procedure of establishing
the strength of candidates.

Mao distorting facts

FDC young winger, Kahemba Babi said today that Mao was distorting
facts well knowing that the "UFA man had appended his signature on
Ingrid's minority report tactically so that when he denies his
signature that report would become null and void but by God's grace
the summit members detected that foolery and went ahead to adopt the
minority report."

Babi concluded: "For starters, it is Ingrid's minority report which
led to the throwing away of Mushega's recommendations which had put
Besigye in the third position" in terms of popularity and
electability.
