{UAH} Kaihura's messy management style : Reshuffled police bosses in power row

Police officers are engulfed in confusion after the recent reshuffles left senior officers reporting to their juniors or to officers of the same rank in many areas around the country.

The anomalies have affected transmission of orders and chairing of meetings since junior officers appointed commanders find it difficult to order their superiors to execute tasks.

In the recent reshuffles of regional police commanders, many superintendents were appointed commanders yet their deputies are senior superintendents of police. A senior superintendent is higher in rank than a superintendent. According to police standing orders, an officer of a lower rank salutes one of a higher rank and in any meeting, the senior officer takes precedent.

At least eight regions have been affected including Greater Bushenyi, West Nile, Albertine, Busoga, Katonga, Sebei and Rwenzori.

Police spokesperson Fred Enanga said the anomalies of junior officers reporting to their seniors at regional levels were identified and the police administration directorate is rectifying them. "The problem isn't big as you are stating it. We were the first to realise it and a process to rectify it is on-going," Mr Enanga said yesterday.

A police source told Daily Monitor that many junior officers are insisting that their deputies, who are now their seniors, must take their orders by virtue of their higher office.
The deputies are defying the orders and this has caused a lot of indiscipline at the affected stations.

In one incident, a police source said, a superintendent at one regional police command called for a meeting at which his deputy turned up.

"In order of standards, after the meeting, the second in command, who is usually an officer of a rank lower than that of the commander, dismisses the officers. But in this situation, we were confused on who should do what," the officer said.
The Inspector General of Police, Gen Kale Kayihura, has reshuffled senior officers at least 30 times since January this year.

Point of collision 
There is a problem of who should be senior at the police posts. For instance, the director of operations, who is in charge of all operations in the country is a commissioner so is his deputy, while the commander of Kampala Metropolitan Police is an Assistant Inspector General of Police.

Commissioner Haruna Isabirye is the director of police operations and his deputy is commissioner John Nuwagira. Kampala Metropolitan police commander is Assistant Inspector General of Police, Abbas Byakagaba. Although Kampala Metropolitan Police is semi-autonomous, it is supposed to be answerable to the directorate of operations.
