Many thanks. My point exactly and, what you term "MIND SET", I referr to as "CULTURE".
We are very much together on this. I am on record on all our forums for it but, Akim does not seem to have checked the archives.

You see, people turn around and look opposite, place no demand as Hell goes by only to turn around and pretend as if the situation is new.
Yet, somet things have always been the same. 

You'll hear the same fugitive hypo who a while back said "......that one is a fool...People are eating he is just working as if this is his fathers company....Me , if they put me there, one month only I am  millionaire.." turn around and pretend.

I have said it before and I shall say it again and again: MANY OF THE "ADVANCED ANTI FOLK STRATEGIES THAT OUR PEOPLE MORE THAN OFTEN ADORN OUR LEADERS WITH ARE ON THE CONTRARY, INDICATION OF THE PEOPLES OWN RESIGNATION AND INABILITY TO STRUCTURE THEIR DEMAND. They leave it all to the unscrupulous politicians for grabb!

Akim would for example know the bridge construction is faulty but he turns and look opposite as if the bridge is being built for the President.

You can clearly see Prof. Barya in utter wonderment!
This is not new though, for the country is largely in the same conditions. Makerere University toilets, hostels and administrative buildings were tell of the same story. This is largely an African phenomenon since it also exists in Kampala which KCCA has basically been fighting by closing down school, buildings and enforcing building, public health and school structure regulations. 
There is more to this:
1.       The first mistake Uganda Government made was to think that the private sector is one size fits all.  Sir Samuel Baker, Mengo secondary, St. Charles Lwanga Koboko, Lubiri Secondary school and religious affiliated schools lie Kibuli, Nabisunsa, Tororo all were built as single government programs. 
2.     Africans do not observe regulations, we have labour laws, building laws and if those teachers took government to court they will have structures ready in only a few month. So what are the Town Clerks and Chief Administrative officers doing plus school/health inspectors?
3.       With privatization of the education system as it is with health care system, road construction, and government property development: Teachers, Head Teachers, civil servants etc and even students and patients alike started rooting schools, health centre's and government property instead of building up.
4.   Africans lack managerial abilities -  this is partly due to paternalistic assemblies. Right now there is an African stealing public property and another looking the other way!
5.       We dismantled a largely Europe structure and we replaced it with nothing this is due to wars. Wars destroy managerial infrastructure and governance continuity, as tax revenue plummet and professionals leave the country. Moreover experienced public workers did not hand over to youngster and the lumpen class come in without any sense of administrative abilities have you been to government ofices in Kampala- hence the rot you see everywhere in Uganda unlike any other country in this region besides Congo Kinshasha!
Nothing suprise me any more the condition is profound and requires a different mind set - KCCA style!
