{UAH} Apprenticeship and Youth Development

The Texas A&M Department of Education and Human Development report that 19% of adult Texans can't read a newspaper. http://www-tcall.tamu.edu/docs/09illitmap.html The statistics get far worse near the Rio Grande Valley. Smith County, where Tyler is the county seat, beats the state average with only 13% illiteracy.
