Njaa..., no, I fear not. This is about administration and organisational skills. His being a doctor does not make him any better administrator. Otherwise many of those awful set-ups would not be in  so appalling states.
Try asking him to accopunt for how he has alarmed responsible authority(ies) without success.

It might stupendously turn out that he actually did not. And when he "did", it was not constructive enough. But, they hide and exuse their failures
under generalisation.

Fire them!! There are many other who can come up with better ideas and they in turn shall be fired ( with immediate effect, more over), if they fail.

I suppose you are talking about our Uganda, exactly how would you ensure that you get what a politician promises? And do you know how many promises that might have gone unfulfilled such that the doctor has lost faith? And who is in a better position to talk about medical matters, not that doctor? And as a public servant, should the doctor also get in the habit of watching lies peddled by a candidate when the doctor in question has evidence of failure?

That doctor needs promotion because he stands for the public, in fact as a senior medical officer, he has spoken well, only junior officers may keep quiet because they want promotion or under probation. How I wish all public officers could emulate this doctor' example. may be politicians would desist from pledging services they do not provide after elections. Well spoken, Dr. Asa.

Now let us for a change, drop it nice and slow in a real layman style.
If you were to promise me some thing like that, I would embrace it. And you know what? I  would be on you twenty four hours a day. I would see to it that I get it. I would tell my officers to prepare attractive presentation and make sure I engage you.

It is a litle bit odd and awkward though, that a senior medical officer makes such a political statement as that of Dr Asa unless of course, some one over heard him chatt in a private  conversation.

VERY FUNNY, if I may say!!!! What will done differently, in relation to these similar pronouncements, repeated every time the dictator takes stage to appeal for public support.

Well, nothing will be done differently!!!! What has failed to be achieved in a whole 30 years, will not be achieved in the next 5. Perhaps, let's try taking a trip to cloud- cuckoo-land, and only then can we buy into that lie!!!!

A medical officer has described President Museveni's promise to revamp referral hospitals in the country as lazy political talk.
Dr Asa Ahimbisibwe said the NRM government is pre-occupied with retaining power and dispensing it and does not take the health of Ugandans as a priority.

Kayunga Hospital Medical Superintendent Dr Francis Kakooza is under fire from the ruling National Resistance Movement (NRM) leaders for banning the pinning of President Museveni's campaign posters on the hospital buildings.
Local NRM leaders in Kayunga district have reported a case against Dr Kakooza at Kayunga Police Station.
Dr Kakooza said on Thursday that he had recorded a statement at the police over the matter.
The Resident District Commissioner Ms Rose Birungi and Chief Administrative Officer have summoned Dr Kakooza for interrogation. Dr Kakooza denied claims by NRM leaders that he had removed the postersfrom the hospital buildings. But he confirmed he was opposed to pinning campaign posters of any political candidate on the hospital walls.
