Former Devolution CS Anne Waiguru blames Uhuru office for her troubles

Former Devolution Cabinet Secretary Anne Waiguru now blames the office of the president for the ongoing corruption investigations against her.

Yesterday through her lawyer Ahmednasir Abdullahi, Ms. Waiguru said Ethics and Anti-Corruption Commission is no longer a credible institution since it lacks independence. "It has been reduced to a department of Office of the President where they take instructions from," said Ahmednasir.

Ahmednasir was reacting to EACC's revelations that Waiguru was a suspect and not a witness in a probe into the alleged loss of millions of shillings at the National Youth Service (NYS).

During an interview on a television channel on Sunday, EACC CEO Halakhe Waqo said his team had never declared Waiguru a prosecution witness. Waqo said Ahmednasir was the one who said Waiguru was now a witness when they emerged from a six-hour grilling at the EACC headquarters last month.

"Her lawyer only represents her. The commission never announced the same. It was not a statement from us because we also have officials charged with stating the same," he said.

The CEO said Waiguru was among 18 persons of interest they were focusing on in the probe. He said the management of resources at NYS has been questionable under Waiguru's tenure. The commission will investigate all who were involved in the deals, he added saying "they had expanded to other areas of interest".

"We are looking at the whole project and anybody involved. Whether in the middle or periphery or even far off, but with some sort of relationship in the project," said Waqo.

But, Waiguru, through her lawyer, denied that she was under investigation. "As far as we are concerned the matter we knew was investigated and file closed with suspects being taken to court," said Ahmednasir. "If Halakhe says she (Waiguru) was not declared a witness, then let him tell us the crime they are probing her for."

Detectives from the anti-graft agency last week raided Waiguru's house in Kitisuru's Kihingo Estate and that of former Planning Principal Secretary Peter Mangiti and other officials.

They carried away several documents from the homes that they say they are now analysing. The detectives demanded to know where the officials worked before joining the Government and whether they had other sources of money. The officials were asked about their rural homes and how they had obtained them. At one home in the city, they found Sh4 million in cash which they are holding as exhibits, detectives said.

Although Waiguru was not present during the raid, her lawyer who was present, yesterday took issue with how it was conducted. "Again they cannot  storm people's houses as if they are investigating terrorism," said Ahmednasir.

During the interview, Waqo said the probe would take weeks before the files are sent to the Director of Public Prosecutions with various recommendations depending on their findings.

Among the issues they are looking into are the lifestyles of the targeted individuals, six mega projects that had been launched at NYS valued at billions of shillings, the Sh791 million that was lost and that of attempted theft of Sh695 million.

Waiguru resigned three weeks ago following months of sustained pressure over corruption allegations in her ministry.
