{UAH} Important message from MP Wafula Oguttu..

''Why Have I been away from my page for so long? No answer. The issue of the so -called Crime Preventers is bothering many of us. I have held two long meetings with the PM over the same.What we have agreed upon have been simply ignored by the President who has now turned the crime preventers into crime promoters. We agreed that crime preventers would only be used to do crime intelligence work in their villages, would not arrest and would not carry weapons.

We wasted our time. This month a number of crime preventers ,were invited from each District for special training at Masindi Police a Training college. . The special training was about Voter Register manipulation, vote rigging, identifying and separating non- NRM members and supporters, the dead and those who have moved away from their areas.,

Very clear unsubtle motive.

On completion of the training, the cadre militia were armed with copies of EC Voters Register broken into polling stations.

On return to their Districts the copies were dustributed to every crime preventer with instructions to "clean" the Register in their areas of operation.We raised this matter in Parliament last week but the new Minister for Internal Affairs feigned ignorance.

We have inquired with the EC including with my District Registrar in Bugiri they all say they know nothing about it.

Last weekend the copies of the so-called cleaned Register were handed over to the Subcounty cadre militia commanders for onward transmission to the IGP!

So it is crystal clear that the Police have taken over the work of the EC as the rigging of the 2016 Election deepens at a very early stage.

All democracy seeking Ugandans must follow closely the activities of this potentially dangerous cadre militia . Impunity.!

Meanwhile, Presidential candidates, other candidates, NGOs etc must come out and put pressure on government and especially the IGP Gen Kayihura to review the role of the crime preventers .

Parliament should withhold approving the Shs 90bn that government has budgeted for dealing with post election violence and for crime preventers Allowances.

Our Religious leaders who also have raised their serious concern about crime preventers should meet the President and request him to sort out this matter .

Otherwise I can see a dark canopy over our motherland because of a myopic power hungry minority doing everything possible to remain in power at all costs and with impunity.''
