The new Ministry of Public Service, Youth and Gender could be one of the most powerful dockets in President Uhuru Kenyatta's government.

With a woman Cabinet Secretary and two women Principal Secretaries, it could also create the most powerful women in government.

Uhuru has nominated Sicily Kariuki as CS, Lillian Omollo the PS for Youth and Public Service and Zeinab Hussein the PS for the Department of Gender Affairs.

The new Ministry has nine Semi-Autonomous Government Agencies that were previously under the Ministry of Devolution and Planning.

In addition, Kariuki and her PSs will also control almost half of the Sh81 billion set aside for the Department of Planning this financial year.

Former CS Anne Waiguru was seen as one of the most powerful ministers due to the large mandate of the Devolution and Planning ministries.

Like Waiguru, Kariuki is set to take control of major agencies that go to the heart of the Jubilee Administration's manifesto on youth and women's empowerment.

Kariuki's ministry will also be responsible for civil servants, as the Public Service Commission falls under her mandate.

The new ministry will have the Uwezo Fund, the Youth Enterprise Development Fund, the Women's Enterprise Fund and the National Youth Service.

Other agencies under the ministry include the Kenya National Youth Council, Kenya Association of Youth Centres, Kenya School of Government and the Anti-FGM Board.

The Public Service Commission, though an independent body, will fall under the new Ministry mainly through human resource.

In the current Budget, the NYS got Sh24.9 billion; Sh1.4 billion was allocated to the Youth Empowerment Scheme; and Sh830 million was set aside for Youth Development Services.

Public Service Transformation, which includes the Huduma Centres and human resource development and management, got Sh8.2 billion.

Gender Mainstreaming was allocated Sh632 million; Gender and Socio-Economic Empowerment got Sh296 million; while Sh34.2 million was set aside for Youth Coordination and Representation.

The NYS, where the theft of Sh791 million was discovered, was the main reason that Waiguru resigned due to pressure from within Jubilee and the opposition.

As a result, the new Cabinet Secretary for Devolution and Planning, Mwangi Kiunjuri, will have a lesser mandate than his predecessor Waiguru.

Kiunjuri's role will be limited to economic policy and national planning as well as inter-governmental relations and other issues concerning devolution.

Some of the agencies under Kiunjuri will include the National Economic and Social Council, the National Planning Authority and the Kenya Institute of Public Policy, Research and Analysis.
