{UAH} Pojim/WBK: Magufuli 'bans' meat, lunches during meetings | The Star, Kenya
I am sympathetic to our fellow Ugandans since at times this sort of craftiness is *induced behavior* out of no alternative – joblessness. However, closely lookin at case I have witnessed as in the case of NSSF and many other similar cases not mentioned here associated with government agencies, these excesses are all designed and exacted by very people who have not have nots! Children pick it from there – we have to save our society from falling further into rot!
Now never let such condition adjust itself – that is an economist's view, do-nothing and people will collect their behavior depending on the information they have (this is a discredited theory). Things can't be the same or return to past states (hysteresis) once they have progressed in a certain direction. Why? There are hundreds of newcomers to the arena and they will try to do exactly the same thing and in even in a worser way.
So we can as well welcome Tanzania to the East African corruption fraternity. Magufuli is trying to step in to stop a slide into total chaos, Uganda style. And indeed, this sort of dipping ones hands in state coffers and then spends anyhow, is what has made Uganda a very dangerous country as WBK and Dr. Kayondo seem to indirectly argue, in their mails –it is the spirit of brute capitalism, men eat man.
WBK must have read the Weberian ethics or better still Adam Smith's arguments. Is that the way people should carry themselves? There is a confusion; equating peopl's "free will" to act in a particular way with democracy. Free will in societies of human beings does not exist – because one needs to be mindful of the other.
People are simply becoming numb to these acts – only to realize that they have made a mistake or committed a crime only when they are caught – that is where USA is.
One time a young man who was actually working for this one institution that gave him a contract, supplied pineapples at 3000-4000 a piece yet in an open market it is between 1000 – 2500 in high season. When asked to explain the misnomer he himself, was shocked and in disbelief and called it an error that had been occurring over period of three years! Another women supplied matooke at 4- 50000 yet in the market is between 25000 – 35000 shillings. She too was shocked when payment vouches were shown to her! Numbness in their brains but these two complained of late payment of salaries not knowing that they pocketed what would have paid them and others!
