In October 2015, the Covenant of Mayors entered a new phase, with new commitments and a wider geographical scope.

Indeed, considering the success of the initiative and the positive political and technical impact on energy and climate policies as well as on local investments (in energy efficiency, renewable energy sources, efficient transportation schemes…), the Covenant of Mayors continues going global to transfer its experience in new areas. A project under the Partnership Instrument will cover regions of the Americas and Asia, whereas a project under the Development Cooperation Instrument covers Sub-Saharan Africa (SSA).

The project "Covenant of Mayors in Sub -Saharan Africa" consists in two different parts:

- A Local Authorities Platform for knowledge-sharing, political advocacy and technical assistance was officially launched on 8 December 2015 (see article), during COP21. Its objective is to assist cities as well as national authorities in the design, facilitation and implementation of local strategies for sustainable urban development and climate action.

- The projects issued from the Call for proposal itself.

"Supporting the participation of Sub-Saharan cities in the Covenant of Mayors" is a Call for proposals open to not-for-profit, local authorities located in one of the SSA countries (lead) or in a country eligible under the DCI Instrument (co-applicant).

The global objective of this call for proposals is to increase the capacities of cities to provide access to sufficient, sustainable and safe energy related services to urban and peri-urban populations (especially the poor), with special attention to energy efficiency and renewable energy as drivers for local, low emission, climate resilient, sustainable development.

The specific objective of this call for proposals is to increase the local authorities' planning capacities on urban design, mobility and energy.
