{UAH} President Museveni: Local Gov'ts in/abilities

1. Who designs human settlements in Local Government - yes do all local governments have physical planning /designing abilities

2. Do Local Governments have cartographers besides competent land surveyors and centralised mapping departments

3. What is the ability of Local Government to design access Roads from Mapping, Surveying to actual road project implementation?

4. Who decide where the roads should be placed in Local Governments what are the guidelines

5. Do local government have the ability to do actual architectural and building construction engineering work

6. Why can't local government set up industrial commercial and residential building using their technical department for planning?

7. Do local governments have hydrologist and geotechnical engineers to determine water quality and sources?

8. What about medical equipment technicians to help in equipment repair and sourcing

 

etc.
