Yes as Muslims we have strong prohibitions on this but that isn't the case in the west.

Eg Cold War nuclear arms race demonstrated the willingness for both sides to target civilian city centres. They would correspond soviet cities with those in the west. Hence if New York was targeted they'd target Moscow.

Similarly it was seen as perfectly acceptable to target both cities of Hiroshima and Nagasaki in order to send a message to Japan and end the war. Here civilian centres were seen as easy targets to demonstrate the power of Americas nuclear warheads.

Again in ww2 Dresden Berlin and other cities were targeted for carpet bombing. IE indiscriminate killing of populated civilian areas. Germany did the same thing with uk.

Japanese American Civilians were rounded up in America for fear that they had dual loyalties to Japan.

Winston Churchill thought it was ok to spread terror amongst the marsh Arabs through aerial bombardment and use of mustard gas.

Infact and here's the interesting point Isis and aq believe in quid pro quo "if they attack our civilians and civilian populated areas we can attack them likewise"

None of this is a justification for what's happened in Brussels but the idea that civilians being killed is somehow unique to terrorism is nonsense.

It's always happened just that in this case it's not sanctioned by western powers.
