Dan,

May be things would have been different had Uganda too been firing those hospital directors, headmasters and all responsible leaders of those dilapidated public institutions and replaced them instead of hollering party politics on each and every case?!

They are paid to make a difference, to come out with solutions but, they keep on going  on until when they are found out then all of sudden, it is the government and not them?
