Betty Kamya's approach is the right first step to take at this stage, to know the area of her jurisdiction. She should then reshuffle where necessary and empower at all levels. This is the only way to build a fractured and dysfunctioning society. I will also implore her to tap on the fractured and dysfunctioning society of the Ugandans in the diaspora who by design is part of the Kampala community and economy. I shall lobby her to appoint a diaspora rep in her office as soon as practical.
Betty Kamya's approach to meet all and sundry will be the template for all towns in future Uganda. After all, even the Japanese nor the Italians could wish away the Yakuza and the Mafia respectively. They resorted to cooperate. Her approach should be supported and adopted.
