Museveni erroneously nominated EC official for JSC job

KAMPALA. As the Appointments Committee of Parliament convenes today to vet the nominees for the Judicial Service Commission (JSC) slots, a query has emerged on one of the nominees.
According to Mr Kagole Kivumbi, the secretary to the commission, Ms Justine Mugabi, one of the seven nominees was erroneously included on the list.
Mr Kivumbi said there could have been a mix up of names to be included on the Judicial Service Commission and another commission.
A list that was released by Parliament last week, indicated Ms Mugabi's as one of the nominees for the JSC slots.
Ms Mugabi, according to the deputy spokesperson of the Electoral Commission, Mr Paul Bukenya, is one of their commissioners.
Recently, President Museveni appointed seven new members of the commission headed by High Court judge Benjamin Isingoma Kabiito, six months after the Justice James Ogoola commission expired in February this year.
The other new members of the commission are Supreme Court judge Faith Mwondha (deputy chairperson), former law society president, Ms Ruth Sebatindira (representative of law society), Ms Norah Matovu Winyi (representative of law society), Dr Laban Nnini Kirya (representative of the public service ), former Members of Parliament Rose Nyakikongoro, and Amongin Aporu (representing the public).
The new nominees upon approval of Parliament today, will join two other serving members who include Supreme Court judge Jotham Tumwesigye (representative of Judiciary) and the Attorney General who is an ex-official.
Commenting on the new commission, Mr Kivumbi said it has a special welcome because it is gender-balanced since it has a ratio of five men to four women.
Mr Kivumbi said the outgoing commission had a ratio of seven men against two women while the previous one had a ratio of eight to one.
"This means that this commission will be having decisive action on issues of sexual harassment and gender in the judiciary," Mr Kivumbi said.
Also notable on the new commission is that, there are two former IGGs; (Justice Tumwesigye and Justice Mwondha) who are both Supreme Court justices.
According to the programme released by the office of the Clerk to Parliament last week, the chairperson of the commission, Justice Kabiito will be vetted first.
