{UAH} NSAMBU DIES WITHOUT SEING A BUGANDA GOVERNMENT
Fellow countrymen and countrywomen, in my view, what is most
remembered from the late Hon. Owek. Al Haji Yusuf Nsubuga Nsambu, is
his statement in Constituent Assembly in 1994, when he said that ever
since Uganda Crisis of 1966, Buganda was under occupation. Although
that was in many hearts and minds of Baganda, none could state so.
This triggered off talks between President and Kabaka at Masaka in
1995 after the Kabaka had also stated that the restoration of a
kabakaship without a geographical kingdom was meaningless. The climax
was the 2004 Museveni Nadduli deal in Karamoja and later Mulwanyammuli
deal of 2005 that is entrenched in the constitution where a quarter of
Buganda Lukiiko is appointed by the Kabaka specially, from traditional
and cultural leaders in Buganda to represent interests of the
kabakaship and to act as the standing committee with exclusive powers
on kabakaship.
The rest of Buganda Lukiiko is elected based on parliamentary
constituencies and district woman representation.
The Katikkiro is elected directly by the people but a candidate must
belong to Buganda's indigenous communities prior to 1926, and must be
prepared to take an oath of allegiance to thge Kabaka who is the
titular head of Buganda.
The Kabaka, in accordance with the advice of Katikkiro, shall name a
cabinet of not more than seven ministers inside and outside Lukiiko
but subject to approval of Lukiiko.
The cabinet shaall name a Buganda Land Board, whose composition shall
include, among others, district land boards chairpersons in Buganda.
Buganda Land Board shall also be represented at district land boards
in Buganda. It shall be in charge of Offical Mailo Estates including
saza and gombolola estates and public land or akenda.
The Memorandum of Understanding Ssaabeebitiibwa Yoweri Museveni and
Ssabasajja ROnald Muwenda mutebi ll signed in 2013 must be in
consonance with the provisions of 1995 constitution as amended in
2005.
