BUGANDA FEDERAL COMMITTEE
In his Official Address to the Great Lukiiko (Buganda Kingdom Parliament) at Bulange-Mmengo on Monday, February 8, 2016; the Katikkiro, Owek. Charles Peter Mayiga informed the Members that a Cabinet Select Committee on Federal Governance had been formed with the mandate to start discussions with the Central Government on power sharing under a federal arrangement.
The said Committee is chaired by Owek. Apollo N. Makubuya, Esq. Other Members include Owek. David F.K. Mpanga, Esq; Owek. Christine Mugerwa Kasule; and Owek. Eng. Martin Sseremba Kasekende.
It should be noted that sharing power under a federal system of government is the 2nd core point in Buganda's Five Point Programme ('Ensonga Ssemasonga Etaano').
The Katikkiro acknowledged that during his leadership, this core point had not been expressly addressed. However, now that a Committee is in place to actualise it, the Kingdom should remain confident and steadfast that it will be achieved.
It is within the Committee's mandate to devise a scheme that will deliver 'Federo' this time round. It shall report to the Kingdom's Cabinet and the Cabinet will in turn report to the Lukiiko.
