THE BUGANDA QUESTION
"Critics of Buganda's demand for federalism, are unfair. The quest for federalism in Buganda is historical and is related to Uganda's origin. Uganda is what it is because of its history. We are a unique Nation State with outstanding diversities attached to our cultures and languages which are found nowhere else in Africa. Our demand for federalism therefore, exists on the basis of documentary evidence embedded in our peculiar cultures, norms, characteristics and signed Agreements.
Buganda can even wage a war on the basis of self-determination to liberate [her]self from the shackles of domination."
THE MEANING OF FEDERALISM
"In simple terms, federalism is derived from a Latin word known as 'foedus' [treaty or covenant] which is essentially drawn from the doctrine of federal theology. Federal theology in normal terms would signify covenants which in the history of mankind, were so divine that they were agreed upon between God and persons or families. Where there is federalism, the states constitutionally share power with the Centre. Above all, where there is federalism, power will check power between the centre and the regions. Federalism equally signifies the existence of a social contract between the governors and the governed as advanced by Thomas Hobbes and John Locke, the two global scholars of significance in political science."
