You may have spent the most part of your life in UG, and expect that most people have. Okello may have studied on UG scholarships but that was nearly 40 years ago! He is probably at the end of his working life which has been exclusively out of UG. None of his kids has ever had a UG scholarship, as do most working UG's who are second generation. So who are you going to tax, retired people, or people UG never paid anything for?

What of the Statehouse scholarship; did the money come from Rwakitura or people's tax? All the doctors and scientist should by all account contribute even more. Their tax should be mandatory. Just try asking around the UAH, you will be surprised how many people gained from being close to State house in the current and the past regime. bobby should be the right person to tell us. He studied on scholarship from nursery. Yet he is opposed to very noble idea. I bet he is waiting for the white man to spell it out.

The UK doctors to be taxed were educated on UK taxpayer's money.
The majority of UG's working abroad were not educated on UG govt funds. Maybe a few of those retired or nearing retirement.
Most of the people 50 and under paid for their university fees while in UG and the majority studied outside.

The federo you want means that local federo govts would be free to set up social services for their areas. They will decide to tax their diaspora people as they see fit.
Then why do you want the corrupt unitary dictatorship to pass a law which will bind the future federo states of UG?
Federo means federo, no half way house.
