TIRED OF TRIBALISM; NATURE NATIONAL LEADERS
You do great following my writings, and I indeed appreciate but I would be at peace if you we both learn something put of what I write, yes I also read what I write, actually I read several times before I post it and after. I can be my own audience just as you are my audience and as well am every writer's audience because I invest a lot of time in reading and making research in areas of my interest.
Yesterday I bumped into an article written by our own legislator in defiance Hon. Ibrahim Ssemujju Nganda, the Kira Municipality Member of Parliament who also doubles as the Spokesperson of the mighty Forum for Democratic Change.
His concern is that he was blocked from moving out of his home to transact his business as usual by the police.
He claims that the police which blocked him was commanded by people from the same ethnicity (Banyankore/Banyarwanda) to be specific.
This seems to disturb his understanding and disturbs mine too. By the way, his claim is true because its the same in my constituency Busiro East, some police officer have taken to another level of adopting other names (not of their origin), I have no problem with it but they only use it as the cover up for their agenda to deny other Ugandans equal opportunities.
All this stems from the recruitment stage, Uganda police announces that its carrying out a cadet recruitment exercise, they send their children to other districts and register them as their original districts, technically you can't beat them at this game thats why you find many Byamukamas from Wakiso district and no Kasozi from Kiruhura district.
But let us not narrow our thinking to only police as an institution, check the Updf high command, Nssf, RDCs, CAOs distributed among different districts, Permanent Secretaries et cetera.
Then after that we take some steps back to our history, Militon Obote was accused of the same, employing and favouring his tribes mates, Field Martial Iddi Amin Dada was also accused of mercilessly murdering people of not his origin.
Like I told you, this country has a leadership crisis, we lack people who think about our country in a broader perspective in the influential positions, those who think rightly have been technically kicked out of those positions
BUGANDA FACTOR
'If' and I boldly say this, if Buganda does not come up to offer directional leadership to this country we are heading to an undescribed destination. I have studded Buganda politics and I think its the right time to give my findings, there is no tribe which has suffered because of TRIBALISM and ethnic discrimination than Buganda right from the 1966 army attack on Kabaka's palace. And there is no any other person who has let this happened like its politicians especially those from Democratic party who carelessly use tribal sentiments during political campaigns.
Most of the things done in Buganda are most likely to be coped to other parts of the country, I have listened to many politicians talking and the only thing they can achieve is to convince their constituency and nothing beyond that, you can not take them to other parts of the country and manage to get a following and they only think of their area of jurisdiction when making speeches. Maybe this will help you understand why we have not managed to have a peaceful transition of power from one person to another. Leaders cannot give up power because they got it by force and they are not sure if any leader from their tribes can raise up to standard and garner votes to enable them win the highest political office in the land.
Our country is divided right from the Parliament, we have tribal caucuses who don't even add value to the national issue at hand, look at Buganda parliamentary caucus full of poor quality legislators. You can imagine Hon. John Muyanga Ssenyonga defeating Hon. Theodore Ssekikuubo for chairman, Sarah Temulanda from Mpigi who has never discussed important issues on the flow of the Parliament emerging as the Vice moreover unopposed, Hon. Kalwanga Lukyamuzi inexperienced legislator as the treasurer, Hon. Najuma Sarah from Nakaseke district as the mobiliser, she can't even negotiate for her people, most of the land in Nakaseke has been taken by Indian and the whole district has no tarmac road and in central Uganda, Kato Lubwama 'haha' managed to win himself a position as secretary for culture.
Now I want us to scrutinize them, who among those can make a national leader? The only solution I can offer is to dissolve this caucus and all other tribal causes in parliament this will help our legislators to focus more on national issues than regional one because those can be handled by district leaders.
Let's go to another concept, how do we nature our leaders? Of course someone will tell me through Nkobazambogo, Basoga Nsete, Banyankore Nkweterana, Acholi youth cultural group et cetera. All those concepts can incubate leaders but they can't give us national leaders because they are trained how to protect their culture and fighting for their Kingdoms or Chiefdoms interests, can't we find other uniting avenues where we can instil national values into our young leaders?
We can look through the products of Nkobazambogo and ask ourselves, can they make it to a level of national leadership or they will only stop a the level of being MPs?I have used Nkonbazambogo and Buganda Parliamentary caucus but I want you to take my examples to other regions and then we try to find solution together.
The more we discriminate ourselves the more we shall give room to more fake leaders to rules us.
Nkobazambogo has only three leaders who have been appreciated outside their constituencies, Hon. Namboze Bakireke, Hon. Semujju Nganda and the Lord Mayor Erias Lukwago, and when you brake that yoke you are likely to be written into the bad books of Mengo administration. That's why Lukwago is being fought, Namboze is being fought and Ssumujju Nganda is also being fought.
You can not carry two interests successfully at ago, you either have national interests or regional interests and most of Ugandan leaders have regional interests that's why they favour their tribe mates but we can change this for a better Uganda because our country will forever be peaceful if we try to share the little we have equally.
Another legislator who had tried to showcase himself as a national leader was Muhammad Nsereko, but failed to understand the rule of the game and chose to fight the only Uganda's unifying character Col. Dr. Kizza Besigye, in that way Nsereko took rapid steps back to square zero.
Dr. Kizza Besigye is the only current leader I know who has managed to put his country at front building a brand so had to establish and accepted by all Ugandans and unless we can instil a national ideology into our minds and those of our young ones, discrimination will continue, one tribe will dominate others and peace will not guaranteed.
