#Uganda Sh. 6 billion handshake is for wealth creation

Let me go against the advice of the Attorney General, Mr. Edwin Karugire not to talk about the 6b shillings handshake. Ugandans need to appreciate the sacrifice some of us have made to put this country where it is today. Since we came to power in 1986 revenue collection has been steadily growing. The usual misguided elements, entitlement (unappreciative) have opted to call the peanut 6b cash handshake that we rewarded to the 42 patriotic Ugandans a 'cash bonanza'.

It is sheer lack of patriotism and ideological disorientation. How can sharing of the sweat and blood of our comrades who died liberating this country be a cash bonanza? We rescued this country from swines and idiots and for the last 30 years we have decisively ensured that they don't come anywhere near the 'dining table'.

Look at that list of the 42 comrades that shared the 6b; other than the two, our daughter Akol and another, I think Etoku whom I don't even know, all the remaining 40 are 'liberators' by birth. As the Bible says "They have eyes but they can't see; they have ears but they can hear".

I hear some of our people like Kasule Lumumba, Opondo, Fr. Lokodo and others are towing the line of the usual misguided elements in castigating the 6b handshake. Don't condemn them; like Besigye, they also joined us late and don't know our ideology. Am sure this 6b is circulating within the country in line with our policy of Wealth Creation.

For the last 30 years we have been creating wealth in the same way and if I can refresh your memory, look at the following:
1. July 1987 comrade Nathan Bisamunyu who was the General Manager of Uganda Industrial Machinery took sh.670m which was very big money at the time and we gave him full protection.
2. In 1988 without going through Bank of Uganda we bought Santana vehicles from Spain in a batter trade deal brokered by comrade Grace Ibingira but only to discover that they were not Land Rovers. We used US $ 14m.
3. In 1998 an NRM company, DANZE was discovered to have been evading taxes for a decade to a tune of sh.6b. We protected its managers.

4. In 1998 then Education Minister Jim Muhwezi stole good cash from UPE funds. Sam Kutesa stole from the sale of Uganda Airlines. We protected them by dropping them from cabinet but brought them back in 2001.

5. In 1998 Gen. Saleh made good money from the irregular sale of UCB in a deal with a fake Malaysian company. We simply advised him to resign from his position as Defense Advisor.

6. During the 1990 our comrades made good money through the army procurement deals like under size uniform from China, rotten food rations from SA, 90 second hand tanks from Belarus, and two junk helicopters in which Gen. Saleh pocketed US$ 200,000. We gave them maximum protection.

7. In 2000 Capt. Dan Byakutaaga disappeared with $1.9b meant for soldiers' salaries.

8. In 2005 the ICJ found Uganda culpable for plunder in Congo and imposed a fine of $10b but our comrades made good money from that military expedition.

9. In 2005 junior health Minister Alex Kamugisha and his group took global fund money and audit showed that at least US$ 37m was unaccounted for but we had to fully protect them.

10. In 2007 several of our comrades took billions from Global Fund meant for immunisation of children. US$ 10m was taken and e gave them full protection.

11. In 2007 our comrades made good money to the tune of about 200b from the CHOGM preparation. We gave them the usual protection.

12. In July 2008 our comrades made good money from the infamous NSSF Temangalo scandal.

13. The multi-billion ghost soldiers scam where our comrades made billions of cash and we gave them protection.
14. In 2010 our comrades made good money to the tune of 19b from the I.D project by a German firm.
15. In 2011 comrade Kashaka made for us about 4.2b shillings from the procurement of local council bicycles.
16. In 2011 comrades made 60b meant for microfinance support centre where comrade Kazibwe was the In-charge. We rewarded her with billions for furthering her studies at Harvard University. Earlier in 2003 she had made for us 3.5b from valley dams funds for north-eastern
Uganda.
17. In 2011 comrade Basajjabalaba made for us 169b under the cover of compensating him for the loss of business from city markets.
18. In 2012 our comrades made for US $169b from the pensions money for 1,018 former EAC beneficiaries.
19. In 2012 under the office of Prime Minister our comrades made 5b shillings from the northern Uganda recovery fund. However, because Kazinda's political clarity was not clear, we initiated criminal proceeding against him.
20. In April 2015 one of our comrades who was an aide to a senior Minister was netted as he attempted to get 6b from a commercial bank using our oldest methods. We had to accord him protection.
21. In 2013 and 2014 our comrades made 12.7b and 11b respectively through payments to pensioners beyond the lawful pensionable period. We gave them full protection.
22. In 2013 our comrades made for US 24.7b from the fund meant for the Mukono-Katosi Road.We have of recent discovered that infrastructure development is another safe and sure avenue of generating money and that's why you are hearing of repeated talk of what you call financial scandals in the road sector. In the past we relied only on security because of its classified expenditures and now infrastructure development is supplementing security in generating wealth for us.

The above examples are just a tip of the iceberg. Now, by comparison how does sh.6b become a cash bonanza?
Therefore, all the personal wealth that you see around is a vital component of our policy of wealth creation. As Doris Akol said comrades ought to make tangible personal achievements that leave a legacy to remind them and their offspring of their contribution to the NRM.

We have been awarding medals to hose who served the nation and not the NRM.
