The President admitted the government tried its best but failed in securing the release of German national Jurgen Kantner from his captors.

"I am very sorry that the hostage, a national of your country, has been beheaded. I sympathize with the family, I commiserate with the German people," Duterte said.

"I would like to say something to the family and to the government that we really tried our best. We have been there, the military operation has been going on for sometime already and but we have failed and so that has to be admitted," he said.

The German hostage was killed by Abu Sayyaf group after a deadline to pay his ransom lapsed over the weekend. A video of the gruesome beheading was released by the extremists.

The ASG terrorists were seeking P30 million for the freedom of Kantner, who was abducted last November.

The President, however, explained that the government has ruled out any ransom payment in exchange of the release of hostages because it would only embolden the criminal activity.

"There's nothing wrong in admitting a failure but it's a matter of policy that we do not surrender to the demands of paying ransom. it will just increase the numbers," he said.

While he was saddened by the death of the German hostage, the President was grateful for the rescue of eight-year-old Rexon Romoc after seven months of captivity.
