{UAH} Is it oil curse stopping the constrction of the oil refinery and oil pipeline

Of late there are dozens of articles talking about the oil curse present  in the oil industry.

But its known that there cannot be oil production, that no oil will be pumped out of the ground in Uganda until the oil refinery, and oil pipeline, are operational.

Can Dr. Fredrick Kabagamba-Kaliisa, Minister Irene Muloni and the present PS in the Ministry of Energy and Mineral Development, Mr.Isabaliija, tell us what is stopping the construction of the oil refinery and oil pipeline.

Are Banyoro being duped as usual?
