{UAH} FRESH CALL FOR FEDERALISM LEGITIMIZE CONSTITUTIONAL AMENDMENT EXERCISE

WE SHOULD ECHO KABAKA'S CALL

This morning,  l have been at BBS Telefayina Eyaffe, where we discussed on the Kabaka's fresh demand for restoration of a federal form of government.

We agreed that, it is not better to make it "federo" as if a kiganda affair, but should be a federal form of government or sharing power between the center and region as it was the case between 1900 and 1967, whatever name.

Federalism or devolution of power to region is not a kiganda affair but a national issue since according to Odoki Report, 68 percent demanded for it and no body demanded Decentralization, which was a World Bank project and which Uganda had experimented between 1952 and 1967 when primary health care and primary education were in hands of districts, and in case of Buganda .counties.

Even it is not Buganda alone that was deemed in the constitution of 1995 as amended in 2005 for experimenting regional governments. Others are Busoga, Bunyoro, Acholi, and Lango and many more were coming for it.

As we move towards East Africa Federation, federalism will be the form of government for the region where at one time Buganda and Zanzibar demanded direct relationship with the center without first passing through Entebbe or Dar Es Salam respectively.

Let's all sing with Kwame Nkrumah, forward ever backward never. If there are many ore demands for constitutional amendments, the exercise will become more legitimate.
