{UAH} AMISOM SOLDIERS

Do you have any documents, protocols or documents on the AMISOM arrangement between Uganda and the UN? In particular, I am interested in the medical treatment and compensation package available to injured Ugandan soldiers seconded to the Mission. I have been approached by some Ugandan soldiers who were wounded in Somalia recently but have been repatriated back home, retrenched from the army and left to fend for themselves.
These ex-soldiers have serious physical as well as trauma/psychological issues they don't have the financial to address, and which in fact no one is addressing. They have in effect been abandoned. Two have committed suicide in the last 6 months. They are exploring possibilities of taking their complaint directly to the UN, and even suing the organization for negligence, but I have advised them to explore the avenues and mechanisms that exist within the AMISOM agreement as a first step before focusing on the UN.
It is very difficult to sue the UN, as the recent case of Haiti shows. There, Nepalese soldiers deployed on a Peace-Keeping Mission were found responsible for the Cholera outbreak in the country that killed thousands of people. It was clearly established that Cholera was introduced into Haiti by the Nepalese troops who constantly defecated in rivers and lakes used as drinking water by the local people. In a case brought before the International Court of Justice by the victims, the court ruled that the UN and all its staff on peace-keeping missions had diplomatic immunity and therefore could not be sued.
That's why I am looking at exploring the domestic avenues for redress first before taking on the UN. Any documents or even reading materials you have on the subject would be of help.
