{UAH} Street children storm Mbarara town

Whats Kayibanda and his ISO chaps doing about the street children of Mbarara? Does he have any policy at all? I was shocked recently to learn that in Lango, there are now about 15 orphanages caring for children, some babies young as 3 months. One orphanage in Lira has as many as 250 children. What has gone wrong with our country? When I grew up, street children was a problem only in Kampala, and it was not very  serious. But today, it is a national problem- in fact even in the villages where there are no streets, you will still find homeless or abandoned children? And this is a country governed by a potbellied uneducated popinjay  some idiot gave a medal for being an African "revolutionary"?
