{UAH} French Police collects several abandoned Ugandan passports!

For the past few weeks the Ugandan Mission in Paris
has been informing those concerned among the members
of the Ugandan community in France to report to the Embassy
and collect their ordinary Ugandan passports which have been
recovered ( on streets and elsewhere) and safely kept at the 
Lost and Found property Police Office (in Paris).The Police did
in turn hand the documents to the Embassy which will now mind
the handover to the owners whose names have systematically been
communicated to all members of the Ugandan community.
The last pick was a batch of four passports, not belonging to members of
the same family.. And earlier on, on three occasions, a Ugandan passport
was picked on the street and handed to the Police.
One wonders how a very privately and highly top secret document such as a passport
could be thrown and abandoned on a pavement, and for which intention?
And why do all these passports belong to the Ugandan nation, in particular? And who are
those individuals who decide to throw them away on streets like a stub of a cigar?
Is there cause to abandon a document so precious as a passport? And what do the
Bazungu who pick them think of the nation that delivers them? 
Of course even the police must be astonished with such big findings! A passport of all things!
No news yet whether the persons in question have passed at the Embassy to 
collect their passports!!
