BRIG. SABIITI HAS REPLACED KAYIHURA FORGET ABOUT NOW IGP OCHOLA.
OCHOLA to ORIENT his Deputy SABIITI in One a Term None Renewable Contract. This will be a discussion for another day. But the appointment comes at a time where the search for the new IGP has also hit in the Past the dead end as public and wishful speculations have not yielded results.
Strict, Radical, harsh and unexpected response should be expected on the road (Traffic) at Night (Patrolling) CID (investigations) etc. those who have been making calls and using top police hierarchy to undermine the law might face it rough in the meantime of the transition since no officer is assured of his or her fate.
It is going to be a very tough time, officers know themselves, they know who is for who, they know who has done what for what reasons, who is where for the right and wrong reasons. Therefore the shakeup will not only change the moods of police to the public but also within police.
Usually in such cases, It is the public that suffers, why? Because every officer tends to get back to work, they pretend to do the right thing which is not known of them, hence the Public finding it hard to deal with the new unknown characters of officers who are waking up to work.
We are going to experience dramatic falls of Corruption curves, We are going to experience quality services since no one is yet aware of the new objectives of the new appointments but what I am sure of, is that crime will reduce.
The Appointed IGP's work is very small, actually what AWAITS OCHOLA is work he MUST ACHIEVE in two months and he enjoys presiding over ceremonies and Parades SINCE HE HAS A ONE TERM NONE RENEWABLE CONTRACT.
1. It will be heroic of him if his first Assignment was to throw out Kirumira's Rolex Trial from the Police tribunal. That will be Ochola 1:0 Kayihura.
2. Disperse with Disgrace Crime Preventers, Ochola 2:0 Kayihura.
3. Reinstate Sam Omara, Fred Enanga and Hundreds of Officers who have been on Katebe without formal reason. 3:0 Kayihura.
And Boom, the game will be over. Gets back to early retirement and let the boys run the hood.
Short of the Above, there is nothing else left for the IGP Ochola to do in office, not that I am undermining his abilities to perform, but Ochola would be a Good CEO of an Authority that has nothing to do with sophisticated Crime, questionable Order, Pre-planned Lawlessness, Political Mobilization, celebrated Thuggery, Organized Robbery, Power and Money.
To be categorically Clear, he is Just a Transitional IGP who is helping his deputy understand the structures of Police, he is Introducing the Real IGP to Police work, what others call induction or orientation but real work lies in the hands of His Deputy Brig Sabiiti Muzeei.
Brig. SABIITI MZEEI The IGP.
Let us not be gullible to think that Mr. Ochola has even an inch of what it is required to bring Police to Order given the magnitude of challenges faced by Police.
Brig. Mzeei has the following to Prove in the shortest period of time.
1. To crack down crime committed by police and its accomplices in the shortest period of time.
2. To filter police and those who have infiltrated it as per the Presidents cautions while speaking at the the Vigil of The Late AIGP Kawesi.
3. Reshuffle and recommend for appointments names of Competent officers for ISO to approve.
4. Dissolve and neutralize Kayihura's police/political power base within the Police force.
5. Establish a new command within the force and Bring to book Criminal officers who are said to be protected by Kayihura. Actually in the shortest period of Time hundreds will be laid off, a couple tried and others will be dropped.
6. Without fail, address the challenge of Kidnaps and Organized and Sophisticated crime within town and the Police force.
Many will be celebrating what is not important which is the Sacking of Kayihura but the efforts should be asserted towards giving Police and the new appointees a hand to cub crime, Corruption, Abuse of Office, Restoration of law and Order but above all Community policing.
We shall talk about the bickering later, and whether discussing the sacking of the Minister is worth anyone's attention.
Otherwise, I welcome the dual in office as we hope for the best.
