FORGING FOR A BETTER UGANDA 
This is his take.
Uganda doesn't need a Judicial Commission to Reform Museveni Military Junta. Uganda needs a POLITICAL TRANSITION to put Uganda on a democratic path. Enough with dictatorship. It's regrettable that for 56yrs, Uganda has never witnessed a democratic political leadership. 

According to People's President Kizza Besigye, Political Transition must have four agenda. He says if anyone knows of another agenda under a political transition, it can also be raised. 

1. NEW CONSTITUTION: Overhaul the current constitution and involve all Ugandans in drafting  a People's Constitution. The current constitution only serves Museveni. It's a Museveni Constitution. Therefore if any leader ever comes to power using current constitution, he will be another Museveni, or worse. 

2. REFORM & FORM NEW STATE INSTITUTIONS: State institutions like Judiciary, Security Institutions, Legislature, BoU, Electoral Commission, State Parastatals etc must be liberated from those that captured them and then restaffed or even if some staff or officers are retained, they are given new strict terms of service- to serve the people and not the powerful. They must be People's institutions.

3. TRUTH TELLING & RECONCILIATION: Ugandans are wounded, divided and angry at each other or our leaders. Nepotism, sectarianism, religious divisions, state sponsored massacres of people in Acholi, Teso, Kasese etc; religious massacres in Kabwohe (killing of Muslims), Kanungu (Kibwetere) etc have left many scarred. The 1966 and 2009 attack on Mengo (seat of Buganda Kingdom), abolition of Ankole Kingdom, creation of many Chiefdoms to weaken kingdoms have all left people divided. The many people killed during protests have left behind orphans and widows. Then the hate speech against people from western Uganda is concerning. We need to heal. 

4. HOLDING FREE & FAIR ELECTIONS: Once people have healed and are served by People's Institutions under a People's Constitution, then it's possible to hold free and fair elections where winners are truly declared through a transparent, free and fair process by an independent Electoral Commission. 

NOTE: KB is very clear: that any political negotiations must be on how Museveni and NRM go. 

That is all we want; that is all we fight for. I for example don't want any position or any elective office. I want a free Uganda for us all.
