Why do some Kenyans blame Baba Raila Odinga for the woes the country is going through, for eg the famine afflicting the Turkana? Do they believe he is a back-seat driver?

His tribesmen and followers are using the famine and drought disaster in the northern part of kenya as a tool to insult Dr.Ruto....I someone to come out and tell us how Raila has contributed towards helping the people from the region during this time of food and water scarcity.
Drought and starvation has been there even before Ruto was born.Secondly,Ruto is not the head of state to be blamed...the of state who is expected to have addressed the issue is under the meaningless handshake trap.
