CAN HON. ANITE'S MAGYE SAVE HER FROM THE 'INTERAHAMWE'???

Evelyn Anite is Museveni's Minister for Privatisation and Investment.  Her appointment was a reward for having been used to initiate the removal of the constitutional term limit that made Museveni a life president.  Like many gullible Museveni sycophants, she thought that she had now become a member of the inner circle.  Under the influence of the same delusions, sometime back in 2018 she told off the opposition that the ruling party can't be dislodged from power because it has the support of the army.
             "I want to make it very clear to them (opposition) that you don't intimidate a ruling party. If they are looking for support, for us we don't go looking for support. We are the party in government, we have the support of the 'magye'."

Recently she got embroiled in a scuffle with the mighty Deputy Attorney General, Mwesigwa Rukutana about the management of Uganda Telecommunication Ltd (UTL).  As one of the several victims of Museveni's 33 years of mismanagement, UTL's woes reached a climax in 2017 when the government of Libya which was the majority shareholder (69%) decided to withdraw.  Consequently, UTL was placed under the Administrator in line with the Insolvency Act and the Regulations thereto.  A one Bamanya Twebaze who is also the Registrar General of Uganda Registration Service Bureau (URSB) was appointed the Administrator of UTL.

Bemanya entered administration deed and the UTL shareholders thereby ceded all their powers to run the company as efforts to source for an investor got underway.  At the time Bemanya assumed management of UTL, its liability stood at 900 billion shillings and the assets value was at 148 billion shillings.  With a credit of 207 billion-shilling, government was the sole shareholder and creditor.

A few days ago, Hon. Anite accused the Administrator of mismanagement and wanted him out and ordered the Attorney General (AG) to initiate his sacking.  In response, the Deputy AG, Mwesigwa Rukutana told her off that she had no powers to poke her flat nose into the management of UTL.  After a series of bitter exchanges, Anite who thought she was closer to Museveni than Rukutana decided to appeal to Museveni.  In her letter, she reminded Museveni of UTL's strategic security importance.  She rubbed Museveni the wrong way when she went further to allege the existence of "a cartel in government circles that wants to take over assets if struggling UTL is frustrating her efforts."

Instead Museveni ordered his Minister of Justice to renew Twebaze Bemanya's contract at URSB nine months in advance.  The early renewal of Bemanya's five years contract amidst such controversy was meant to humiliate the excited and gullible Hon. Anite.  She ought to have known that Bemanya is not a simple Amadra, Okello, Onenchan, Opio, Lokiru, Masaba, Oundo, Ngobi, Mukasa, Bwambale, or Kyamanywa but Twebaze.  She is not alone though; recently the figurehead police chief, Ochola was lamenting over the mysterious release of the Kiruhura District CID from detention over theft.  ASP Alexander Nuwagaba stole an exhibit of 15 cows before Ochola ordered for his arrest but only to be set free on orders from above.  Ochola ought to know that it is not every Tom and Dick who can be deployed to Museveni's home district of Kiruhura. 

Interahamwe is a name that was used by Rwandan Hutu militias who executed the 1994 Genocide.  The word was coined from a Bantu dialect, Kuteera (beating) and hamwe (together) and thus Interahamwe (beat together).  Because of operating a coordinated and joint campaign of terror, they adopted the name of Interahamwe.  Under Museveni's Uganda, there exists an Interahamwe kind of clique that is bent on looting the country clean and sending anyone who stands in their way to 'six fees deep.'  Some have called them mafias but from their mode of operation, they are Interahamwe.

We are yet to see if her Magye will save her from the Interahamwe.  However, she ought to know that just like was the case with Hon. Abiriga, she is not a shareholder in the Magye. The magye is for protecting the mafias and not those who opportunistically stand in their way.
