Why is Tumisime Mutebelly still BoU governor when all he does there is sleep off nights of lasciviousness , conspicuous consumption and drunkenness? Mutebelly has less than 2 lucid hours a day when his brain is not disabled by alcohol. The rest of the time, he is fast asleep and halucinating, dreaming about his next shot of johnie walker whisky and farting to his hearts content. As a result of alcohol induced mental paralysis, criminal negligence and plain incompetence because he should never have been appointed governor in the first place, Mutebelly has allowed thebank to become a gangsters paradise. He long ago surrendereed the bank to museveni Kayibanda, handing over the keys to the vaults to the corrupt mafia godfather, and allowing him to turn the bank into his personal cashpoint, and playground for his cronies. Mutebelly also facilitated any number of crooks, robbers and conmen to set up camp in the bank. The man who has more alcohol than blood flowing through his veins has caused a loss of over $500 billions through his long period of staggering incompetence. Mutebelly ranks in the top three of the criminals who have ruined Uganda. He belongs to jail.

Iceland just sentenced their 26th banker to prison for his part in the 2008 economic collapse. The charges ranged from breach of fiduciary duties to market manipulation to embezzlement.
