Well level of education and I will hasten to say civilization matters.
I was councillor and Court assessor in Örebro City. The law thought
that all of us had the wit and thoroughness that requires to be a
councillor.

What I used to see was that people who never had basic education sat
in council meetings by law selected by their own parties.
We used to receive a pile of documents to read every week – to guide
the technical part. Not so many did read these documents in Sweden.
Education here is mandatory.

Factor in Uganda, where a mayor will sit down with the council to
decide on technical matters! Do you know why Kampala has Traffic jams?
Now let me tell you something, the Japanese elevated highways in
Kampala yet is not the best solution. It is political!

Kampala has a railway line that crosses it, and the best public
transport system would be Tram on Bus and Bus on Tram. Sulphur from
diesel fuel has chocked off Lake Victoria. When I asked some people
about the algae on Lake Victoria, even scientist rejected what I told
them!

Uganda: One man came to me in 2007 and told me he had two taxis – if
in my role I decided to have taxis out of Kampala how will he survive.
Another wanted me to look sideways about building regulation and placement.
