The Ten-Point Programme Has Succeeded*
The Ten-Point Programme has succeeded in targeting Baganda and Muslims while elevating Museveni and his people in Uganda.
Let us consider Point 8: Redressing errors that have resulted in the dislocation of sections of the population and improvement of others.
The National Resistance Council of the National Resistance Movement together with the High Command and Senior Officers of the National Resistance Army (NRA) under the chairmanship of President Yoweri Museveni long ago worked out proposals for a political programme that could form a basis for a nationwide coalition of political and social forces that were supposed to usher in a new and better future for the long-suffering people of Uganda. That proposal is known as the TEN-POINT PROGRAMME.
For those following Uganda's tumultuous political journey, the NRM outcomes of war have come full circle to equal the swine regimes it fought to oust. But no there is judge fairer that would decide the case of the NRM than one who would read the Ten-Point Programme.
On many counts, the establishment has fizzled into the army and a section of Museveni's people. Museveni himself is fond of describing his people at public forums.
But this synopsis is about Point 8 of the Ten-Point Programme. What is about? What errors were committed? Against which people were those errors committed? What were the results of those errors? Which people were dislocated? Which people were improved? How has the NRA and its successor the UPDF redressed those errors?
Who defines those errors? The UPDF defines the historical errors - sitting as the high command with Yoweri Museveni, Muhoozi Kainerugaba, David Muhoozi, Elly Tumwine, Caleb Akandwanaho, Janat Kataha and a select few others - only Museveni's people.
Among the unforgivable errors was the collaboration of Buganda to spread colonialism in Uganda. Museveni as do many Republicans in Uganda, blame colonialism on Buganda. They claim that Baganda agents of colonialism were complicit in meting out untold suffering to and exploitation of other parts of Uganda to improve Buganda. In Museveni's book of retribution, Semei Kakungulu and other Buganda chiefs were instrumental in subjugating non-Baganda to bow under British rule.
The other unforgivable error is that of Muslims illegally capturing power under Idi Amin in 1971. Museveni and his people claim that Muslims were given free access to the economy of Uganda when they suddenly became Mafuta Mingi – rich and uneducated - underserving of political participation. Therefore, Museveni claims that many Ugandans other than Baganda and Muslims, were dislocated from their rightful historical, geographical and economic positions.
Who redresses those errors? Only Museveni, Muhoozi Kainerugaba, David Muhoozi, Elly Tumwine, Caleb Akandwanaho, Janat Kataha and a select few others - Museveni's people.
According to Museveni, all means are sanctified including disinformation, robbery, murder, plunder and dislocation of Baganda and Muslims from their unworthy positions in Ugandan society in order to redress these historical errors. This is why there are rampant stories of land evictions, forced sales and outright grabbing of land and buildings from Baganda and Muslims through the court system, banking sector and law enforcement. It is why a Muganda cannot be seen to lead in politics. It is why in Buganda, small chiefdoms must be created to stock division in Rakai, Buruli and Bugerere. It is why the Republican project must not allow Buganda to rise above State donations to redevelop. Museveni's Baganda include Tamale Mirundi, Haji Kiyimba and James Kakooza.
It is the reason why a Muslim will be framed, jailed and denied bail in the face of blatant disregard of the rule of law. Without professional shame. This is why Museveni's Muslims are rogues and bootlickers at best. Museveni's Muslims include Kitatta, Ssebufu and Sheikh Guggwa.
Therefore, in case you did not know about the success of the Ten-Point Programme of the UPDF and NRA, look out for Point 8. Museveni and his long-suffering people have defined and redressed the historical errors of Uganda.
