Uganda is No Free Market*
Imagine a situation where the Uganda Registration Services Bureau (USRB) was in charge of companies. Registering, overseeing tax returns and deregistering them. Imagine again; that USRB continually failed to ask companies to file their tax returns; directed their advertising campaigns and; controlled their shareholding at the Uganda Stock Exchange (USE). Dare imagine; USRB was prosecuted by competing companies due to insider trading - almost every year; that the Commercial Court always ruled that although Company N had engaged in insider trading, its gains were not substantial to upset the stock market! Imagine too; that Company N was too big it influenced the appointment of the heads of USRB, USE, Commercial Court and the Supreme Court!!!
Now. Snap out of the dream.
The Electoral Commission (EC) is in charge of registering, overseeing tax returns and deregistering political parties. The EC has continually failed to ask political parties to file their financial returns; directed their advertising campaigns and; controls how their membership is constituted.
The EC has been prosecuted by opposition parties due to ballot stuffing - almost every general election since 2006. The Supreme Court has always ruled that although the National Resistance Movement (NRM) had engaged in vote stealing, this act was not substantial to upset the outcome of the Presidential Election!
But the EC does the work of the URSB, USE, URA and UCC!
The NRM is too big a ruling party it influences the appointment of the heads of EC, and the Supreme Court!!!
Who said Uganda was a free market?
