{UAH} Field a Finance

This afternoon, Following a complaint received from the Secretary to
Treasury Mr.Keith Muhakanizi and Account General Mr. Semakula Lawrence
who whistleblew the theft of shs. 1,827,390,736/= effected on the IFMS
system in four Local Government entities.

Our Head Edith nakalema convened a meeting of officials from three
local Govts and one Local Council. In attendence were CAOs,Town
Clerks,Human Resource Officers,CFOs and internal auditors.

The Local Government Entities under investigations are;Jinja Municipal
Council, Namisindwa District LG, Manafwa District LG and Butebo
District LG.

In Apac Municipal Council, shs.492,211,000 was paid between 22 and
24/01/ 2020 to Ligation International Ltd and Otap Ltd. Fortunately,
this money was intercepted before it was withdrawn after the Deputy
Town Clerk Mr. Ongom Fred raised the irregularity to the Account
General.

The companies to which most of the money was allegedly paid to i.e,
United Development SACCO, Samix Uganda Ltd and Zedkol Financial
services were created by an officer at the Ministry of Finance Ongom
Charles Dominic under irregular circumstances.

Investigations into the matter have commenced. The Unit head continues
to reinforce the President's commitment in the fight against
corruption and assures all govt officials that there will be no jokes
when it comes to corruption and all should stand warned.
