Have you noticed the price of cement is down?

Yes it's 24000 at Viva General Hardware-Ndeeba. They are two things that The ministry of trade Industry and Coops did right in 2018 when prices had escalated to around 50k per a bag of 50kgs. One was to license new players in the field hence increase competition. Originally, Hima and Tororo shared the market and could connive to hike prices. Now we have Simba and Kampala cement. Two, the ministry weaved a 10% tax on all cement clinkers. We abandoned Tororo for it's high prices when it was at 32k and dived for Hima at 24k

I guess u also know there r two types of Tororo cement. One is classified as CEM II and the other CEM IV--and one is cheaper than the other. And the setting of both is also different. one sets faster than the other but they both do the job. old tororo Cement is the one which used to be packaged in Paper, but now everything is in kaveera-- the setting of both is different-- old settles faster than new, but they r all good.

Also note this when buying cement-- guys repackage the cement. Unfortunately, some of these big hardware shops also do it. It's the leading cause of buildings falling. You think you are mixing the right cement-sand ratios when in the actual sense it's the opposite. One hardware guy told me buyers have to first weigh to confirm that the packs meet the standard weight of 50kgs. Please ensure you weigh the bags to ensure they are 50kgs. Some repack to 40kgs and cut the price or even sell at the same.
