{UAH} Why Kadaga, MPs fought tooth and nail to push through Shs304Bn Covid-19 supplementary and become top public enemy

Corona-virus struck at a time when Uganda's politics was at its peak.

Legislators were already at home combing their constituencies for voters.

President Yoweri Museveni moved to impose a lock down of the country in late March.

The lock down barred public and private transport, markets and gatherings.

The ban on gatherings was hard-hitting to legislators. It meant they had limited access to their voters.

They needed to find a way to voters. The option was the Covid-19 National Task Force.

One of the roles of the National Task Force was to raise food and distribute it.

The Task Force had a target of the urban poor areas. Kampala to be precise.

This move did not help legislators. They proposed the distribution be a national exercise.

This sounded a brilliant idea. It would help the legislators cause. They would be able to buy and gather food and take it to their people.

Their proposal also would mean every legislator would be part of the Covid-19 district task force.

Parliament agreed that the distribution of food in Kampala be stopped. Their plan fell on deaf ears.

Cabinet approved food distribution in Kampala and the exercise went on. This left out legislators.

They needed to find their way into the Covid-19 task force. Parliament would have to fund it.

This how the Shs10Bn was mooted. It was to come from the supplementary budget. They had passed Shs304Bn.

Cabinet needed this money to facilitate Covid-19. They also needed legislators to have it passed.

Legislators had already set up their teams at the constituency level. Kira Municipality legislator, Ibrahim Ssemujju revealed in a confession he made in recent appearances on live television and radio.

Ssemujju revealed that he needed the money and even more. He went on to hail the speaker Kadaga.

However, the public accused legislators of greed. They opined that legislators did not need facilitation to serve in the Covid-19 teams.

This force Ntungamo legislator Gerald Karuhanga to rush to court to block the money. Karuhanga got the ruling he wanted and court blocked banks from cashing it out.

Kadaga and legislators are back to square one. Many legislators appear to have run out of funds and were banking on the Shs20M to secure their political future.
