INCITEMENT IN LAW
It refers to instigating intentionally a person to commit a criminal offences.
The offence of incitement is provided under section 21 of the Penal Code Act which provides that a person who incites another to commit an offence whether or not any offence is committed is a party to the crime.
For example :
Mr. Bwaniika a member of Parliament Baseeke East conducted a campaign against the government and the President himself.
This campaign motivated towards the public opening up a revolution against the government and the President.
A group called Bakasenge came up and organized a coup to which the government secret agents stopped.
Investigation show that Bakasenge were motivated by the speech of Hon.Bwaniika
So in such asituation Hon.Bwaniika is liable/responsible for inciting the people.
