{UAH} Can Ugandans manage a tram system


One time I met a group of Japanese engineers or call then urban designers.
We decided to take a walk around Kampala after the rains from hotel African.
One time we walked along Jinja Road past centenary park  (Nalongo or Nyakana's
wife gardens)- the entire junction was flooded.

They asked me why Ugandans could not solve the problem- I told them we didn't know how.
They bust into prolonged laughter. Indeed they offered to redesign that junction (which they did)
by creating several lanes and widening the road as it is in Japan.
They removed the British intersection that had existed since then. 

Similar questions have cropped up.
I have long time friend now a retired teacher of  Engineering.
For many years, we have discussed issues of urban Transport, He has wondered if Ugandans can ever
manage running a tram system! He is convinced there are two solutions to Kampala traffic; a. buses b. trams

I have always said I do not know.
