I don't know what you don't know about his question.
Crude politics, corruption and nepotism ensure that Uganda cannot manage anything that requires discipline. And over reliance on neoliberal policies has failed government to plan and implement projects for the public good. It is not difficult but crude politics.
In Japan, there's order, respect and highest degree of patriotism since end of WWII where the country had to rebuild itself from the war ruins.
When you go to Japan, you get order in its real meaning of order. I have been to Japan twice and every time I was left speechless.
For instance, business opens at 7:00am, everyone is standing, a prayer ushered, everyone is looking at his/her watch at exactly 7pm,doors and gates are opened, computers ready and first customers served. No in restaurants, polite people, I was pleasantly happy watching how organized the people were.
The current arrogant Ugandans have no time to waste with order, I am afraid.
