IS MUSEVENI AT WAR WITH RWANDA, DRC AND SOUTH SUDAN???

CHANGE OF GUARDS - Two months ago, in March, a supplementary budget of classified security expenditure amounting to shillings 448bn was hastily passed without debate by Parliament just two months to the end of the financial year. Ugandans wondered why the regime was prioritising the security sector amidst the COVID-19 pandemic. Two months later, in the recently passed 2019/2020 national budget, the security sector was again allocated shillings 4.5tn while the Health sector was allocated shillings 2.6 trillion. As usual, we are about to witness another supplementary budget for classified, Defense and Security expenditures.
Recent reports indicate that the Museveni army clashed with South Sudanese SPLA soldiers and the DRC army in Yumbe District and on Lake Albert respectively. The said clashes are reported to have resulted in the killing of three South Sudanese soldiers and two Congolese soldiers whose dead bodies were handed back to their respective governments in a highly publicised ceremony. Though the clashes were classified as an exchange of afire, it is not clear as to whether Museveni's Army suffered any casualties.
Three days ago, Museveni's army shot dead a Congolese lady around the border area in Bundibugyo District. At the Uganda -Rwanda border, during the same period, the Rwanda army shot dead a Ugandan, Sydney Muhumuza of Butanda Sub-County in Kabale District who had crossed into Rwanda allegedly on a smuggling mission. This incident brought the number of Ugandans killed by the Rwanda Army along the border areas inside Rwanda, since February 2019, to five.
Two weeks earlier, Museveni's Minister of Foreign Affairs publicly disclosed that;
"Espionage and other activities which undermine the national security of Uganda have continued unabated. We have continued to apprehend individuals including those with falsified documents that have been used in these unlawful acts "
He was responding to his Rwandan counterpart who had asserted that;
"There are still activities of terrorist groups operating in Uganda whose primary mission is to destabilise Rwanda. There is a trend of on-going mobilisation activities in different parts of Uganda to support RNC and other different negative forces that continue to receive support from Uganda's security organs."
The Parliamentary Committee on Defence and National Security ought to seek a formal statement from government as to whether the country is at war with its neighbours, and if not, as to what is going on with these armed clashes, killings and huge Defence expenditures.
