CHANGE OF GUARDS - Since Uganda's military dictator declared his politically motivated COVID-19 lockdown in March, his security goons have been killing and maiming citizens in the name of enforcement. Hell broke loose when security goons set out to beat up, indiscriminately arrest and detain, shoot to kill and maim and destruction of property. The so-called COVID-19 security enforcement team is comprised of the police, the army and the militia LDU who operate jointly. Out of the tens of thousands of citizens who have fallen victims in different forms, the following have been shot and killed by his security goons for alleged violations of the COVID-19 lockdown guidelines dubbed Presidential Directives:

1.  Vicent Sserugi of Wakiso was shot dead for riding a motocycle.
2.  Patrick Mbaine of Rubaga in Kampala was shot in the left thigh by Flying Squad.
3.  Denis Wetaka of Masanza in Mbale was shot.
4.  Eric Mutasiga of Wantoni village in Mukono was shot in the chest and thigh as he attempted to plead with the security goons who wanted to shoot a chapati vendor and he later died in the hospital.
5.  Oliya Willie, a deaf man, from Gulu was shot in the left leg for allegedly violating the curfew.
6.  80 year old Margaret Nanyunja of Kyengera Kampala was shot by security goons after they entered her sitting room.
7.  Willy Kawowo of Budaka was shot by security goons for allegedly carrying a passenger on his motorcycle.
8.  Evelyn Namulondo from Budhambuli in Jinja town was shot by security goons in the stomach and she died in hospital.
9.  Charles Saga of Jinja was beaten to death by security goons led by the RDC of Jinja, Erick Sakwa, for allegedly violating the curfew.
10.  Alex Oryem and Kassim Ssebudde of Goma in Mukono were shot by security goons for allegedly violating the curfew.
11.  Shadia Kaunda of Kiwanga in Mukono was shot by security goons for allegedly violating the curfew.
12.  Sandra Chemutai, aged 14 years, was shot  by security goons in Kapchorwa.
13.  Ronald Sserugo was shot by security goons in Lyabenge, Kalungu District.
14.  Alanyo Joyce was badly burnt by hot cooking oil when security goons kicked her frying pan of chips and chicken business.

There have been seven reported murders and six attempted murders by shooting so far.
Note, the reported victims are mainly from urban settlements in greater Kampala and a few incidents in Mbale and Jinja. What happens in other areas of the country is obviously not reported or the information is deliberately suppressed.  With his political lockdown entering its critical stage of his "scientific elections", the situation will obviously worsen.

At no single moment has Museveni ever condemned, let alone commented, on these incidents.  It's only during his National Address on April 21 when he defended his security goons and flagged off their brutality;
    ".......they don't have rubber bullets. They can shoot in the air, but if you don't stop, they can shoot you. They can aim at the legs and you sit down."
The directive sounds like a war on terrorists.
