CHANGE OF GUARDS - Reports from Tanzania reveal that when the COVID-19 pandemic reached the African continent, the government took health measures to contain its spread. Unlike some of its neighbours, it did not declare a lockdown of public transport, it did not close business premises, it did not declare a curfew and it did not stop any form of public assemblies. Places of worship and other public gatherings continued unhindered. Both the legislature and the judiciary continued with their operations uninterrupted. Shops and market places remained operational. Freedom of movement of people and goods throughout the country was not restricted.
However it only closed all school activities from Nursery to University, suspended international flights and halted sports events. It adopted health precautions like hand washing, sanitizing, wearing of masks, social distancing, monitoring, tracing, quarantining and vigorous public sensitization. Some of its neighbours like Uganda did not like its approach and a smear campaign and scapegoating was launched. Consequently, travellers from Tanzania and more especially truck drivers and the districts bordering with it were blacklisted. Amidst all that blackmail and negative propaganda orchestrated by its neighbours, Tanzania stood its ground. Currently Museveni's propaganda machinery for scapegoating has shifted focus from the Tanzanian border to the border with South Sudan.
Around mid May, it allowed University students to resume studies, it allowed the popular football league to resume and opened its borders for foreign tourists to pay visits. On June 29, all schools from nursery to High School resumed. The October general election road map and all the electoral activities are in full swing. In all situations, basic public health measures and guidelines are emphasized and adhered to. Unlike the brutal enforcement of COVID-19 measures, in Tanzania enforcement of measures is based on public sensitization and self regulation.
Very soon, the COVID-19 pandemic will be history in Tanzania. In Museveni's Uganda, where it looks like its Corona Virus is different from that of Tanzania, Burundi, Malawi and others places, everything has come to a halt. Museveni is exaggerating the COVID-19 scare and using it to pursue his political agenda.
INFORMATION IS POWER AND THE PROBLEM OF UGANDA IS MUSEVENISM
