CHANGE OF GUARDS - For decades now, Museveni's political repression has been characterized by gross abuse of human rights.  Suffocation of political dissent through denial of political space, arbitrary arrests and detention without trial, concocted criminal charges, torture under incarceration in illegal detention facilities dubbed Safe Houses, deliberate impoverishment through misuse and squandering and unequal distribution of public resources.  Not to mention summary executions of citizens by members of his security forces.

Political opposition entities have consistently been outspoken against the regime's excesses but they have been lamenting over conspiracy of silence and indifference exhibited by most of the spiritual leaders towards these excesses.  Save for a very few patriotically courageous ones who have time and again stood their ground in speaking against the vice, the majority of religious leaders always exhibited indifference in return for small handouts from Museveni in form of presidential donations.  However, in his divide and rule scheme, Museveni has tended to ally more with the Pentecost/Born Again churches, the Muslim factions and promoted traditional African religious practitioners who foster superstition.

With out break of the COVID-19 pandemic, Museveni arbitrarily banned all forms of public assembly.  Little did spiritual leaders know that he was targeting and stifling the freedom of assembly of his political opponents and nurturing his continued hold on power.  For four months now since his total lockdown decree, the regime has misappropriated public resources in trillions of shillings, maliciously destroyed the economic livelihoods of millions of citizens, abdicated its responsibility of provision of social services, state inspired violent land grabbing and evictions,  thousands of citizens have fallen victim to permanent physical disabilities while others have been out-rightly shot dead or beaten to death by his security personnel in the course of enforcing the lockdown.

These spiritual leaders have now come to realize that Museveni's continued so-called COVID-19 lockdown is nothing but a political scheme aimed at propelling his political agenda.  They are now loudly appealing for lifting of the COVID-19 lockdown and the ban on religious assemblies; they are publicly condemning the gross abuse of human rights by security personnel and are criticizing his so-called scientific elections.  A Kasese based Anglican Church Lay Reader, Benon Musimenta ,who was set to be ordained Reverend in November was shot dead by soldiers four days ago while he was riding a motorcycle carrying his wife.  The latest reported killing is of Ogwang Francis 56, a resident of Kamdini Sub-County in Oyam District who was kicked to death by the army led LDUs.

Though Better Late Than Never; the bad news is that it is only in extreme circumstances that Museveni can allow religious assemblies to resume congregating because doing so would implicitly mean that his targeted political opposition entities can also conduct assemblies.  Otherwise, the spiritual leaders are feeling and sharing the same heat with the political opposition in Museveni's 'COVID-19 Safe House'.
