{UAH} Uganda’s Special Forces Command Investigates RNC Agents
Rwanda National Congress may become a closed chapter in Uganda as its senior members are scheduled for prolonged court battles with charges ranging from theft, blackmail, extortion and defamation.
But most surprising to many is President Yoweri Museveni's most trusted elite Special Forces Command (SFC) latest decision to interest itself in knocking off the RNC cancer and resurrect good relations with Rwanda.
The government of Uganda is trying very hard to dissociate itself from the anti-Rwandan groups its security system had helped prop up and nurture including supporting them tactically, financially and training.
Taarifa reliably reports that SFC which maintains its focus on President Museveni, his family, strategic state installations and very-very important persons on the country's territory, is very disturbed that their master is recurrently mentioned in stories of support to anti-Rwanda elements.
Two months ago Taarifa published an article titled; Rujugiro Pays For Fake Intelligence To Kill Rwanda-Uganda Relations.
One of the vital concerns raised in the article was why President Museveni with an advantage of resources can fall victim to sexed up intelligence that has caused an ugly and lengthy quarrel with Rwanda resulting into more than a year of border closure and massive injuries to economies of the two countries.
It is against this background that Museveni's Special Forces Command (SFC) felt challenged and took interest in creating a parallel investigation into the entire Rwanda National Congress network and how this group managed to infiltrate, manipulate the Uganda security apparatus.
"Taarifa stories have been very vital in triggering this stealth inquiry within the security systems of Uganda," a source said on condition of anonymity for fear of consequences.
According to insiders in the Ugandan government, the issue of Rwanda-Uganda is highly feared that most public officials including those high in the security structures would only want to walk away. "They fear blackmail or would be accused of being bribed by Rwanda," the source told Taarifa.
Agents of the Rwanda National Congress and other anti-Rwandan groups had created a cloud of fear for successfully blackmailing anyone that seems not cooperative or supportive to their efforts against the government in Kigali.
The groups opposed to Rwanda had a breakthrough in February after President Museveni and President Paul Kagame met at Gatuna border as part of a follow up on the implementation of Angola Friendship agreement.
After this border meeting, President Museveni drove back to Kampala and summoned all his security teams and anti-Rwandan groups for a discussion. The president had already made up his mind to have all those fighting Kigali regime to leave Uganda territory in a period of one month.
Rwanda preferred that Uganda stops hosting all elements hostile to Kigali and possibly relegate them to a third country far away.
Museveni was shocked that of all the 41 anti-Kigali elements present in the room, non was genuine Rwandan to warrant their relocation to another country.
For example Prossy Boonabana the woman behind much of the anti-Kigali rhetoric on social media is actually a Burundian by descent but holds Ugandan nationality. Uganda would thus not deport or send away a citizen.
Instead in February, Boonabana requested for Protection which Museveni granted but after hesitation because he even wondered what Kigali would want from a person of her size and height.
The same applies to Sulah Nuwamanya who was also present in the room; Museveni asked him who he was and Nuwamanya responded saying he was a Ugandan citizen from Ntungamo district but also requested for protection.
For the other members in the room, non-even stood up to openly claim whether they belong to RNC or FDLR or any other group fighting the regime in Kigali. Museveni was left confused because he was not going to be able to send out of Uganda the anti-Kigali elements.
Museveni ordered them to immediately stop attacking Kigali; "From today leave Kigali alone, I will handle it alone," Museveni said as his security commanders were taking notes.
According to our sources privy with the internal dynamics in the Ugandan government, Museveni has been scratching his head to ensure this diplomatic quarrel with Rwanda ends and the Angola Friendship agreement implemented to the letter.
The SFC therefore took up interest in this matter so that their master can at least find a fitting solution.
The SFC has discovered that Boonabana and Nuwamanya have been faking information supported by vital phone taps illegally retrieved by James Behangana a village mate of Nuwamanya in Ntungamo district.
It should be remembered that James Behangana in August 2019 was charged before the Anti-Corruption Court in Kampala after he was accused of masquerading as a State House Anti-Corruption Unit Investigator. Behangana secured bail and continued fully working with Boonabana and Nuwamanya.
For example, Ugandans or Rwandans living in Uganda that receive phone calls from Rwanda would be monitored by the Ugandan security apparatus. So Nuwamanya through his contact James Behangana who runs a private security technology firm would access details of call recipients and use it to blackmail them as spies working for Kigali.
With fear due to accurate phone records provided to their targets by Nuwamanya and Boonabana moreover escorted by an armed body guard from counterterrorism unit, the targeted Rwandan traders and some Ugandans would begin pleading for mercy and then would pay money to be let off the hook.
Boonabana would frequently boast to her targets that the bodyguard was provided by the President of Uganda therefore all her actions are state supported. "She would then ask for any kind of money from the target to support RNC activities," our source said.
The money would be deposited onto her account in the Cairo International Bank while Nuwamanya's is deposited on his account at a DTB bank in Kampala.
Apart from using the phone tap records against their targets Nuwamanya and Boonabana would again create fake reports on particular persons and take these sexed up reports to Brigadier General Charles K Asiimwe that was heading Counterterrorism and also deputizing the Chieftaincy of Military Intelligence.
Believing all the fake information without verification provided to him by Nuwamanya and Boonabana especially on targets that had refused to finance or join RNC and FDLR, this FBI trained Brigadier General Charles K Asiimwe rounded up hundreds of innocent Rwandans and dumped them in safe houses dotted around Uganda. It is in these dungeons that most Rwandans have been killed, amputated, deformed and beaten and starved for months before their release and dumping at the border.
Brigadier General Charles K Asiimwe was getting a monthly cash package from RNC through Nuwamanya and Boonabana and much of this money acquired through extortion and coercion using the counterterrorism body guard.
As dozens of targets have since learned that Nuwamanya and Boonabana are mere masqueraders – they have begun filing both criminal and civil cases against the two and Taarifa has established that Uganda Police has already prepared criminal summons against Nuwamanya and Boonabana.
Already Boonabana and Nuwamanya are battling a defamation case and a theft case.
In a twist of events, Brigadier General Charles K Asiimwe has been removed from his two positions and sent to head a newly created National Counterterrorism Centre. "It was created to keep him on the radar as he is being investigated further," a source said.
Meanwhile, Boonabana's previous body guard was removed and arrested- he is currently detained as he will provide key information in the forthcoming court proceedings against the duo.
President Museveni last week made 29 important rearrangements in the rank and file of the Uganda Peoples' Defense Forces including a removal of Brigadier General Charles K Asiimwe from his lucrative positions and dumping him to serve as Commander at a newly created National Counterterrorism Centre.
